Title: 173 Launch control

Is the 173 ECU going to have Launch control at any point? or is that not possible?

The RPM limit logic in the 173 ECU is different. You could wire in a switch to the TCM to activate a "different" tune with a lower RPM limit and do launch control that way though. You could wire it to the clutch switch or button on an aftermarket wheel or shift knob.
